The present UPA government of India has no intention of ending corruption. It has taken no effective steps so far to end corruption. Corruption always begins with the Government as the power of administration is with it. The members of parliament, members of police and other security and administrative departments which enforce Law are all full of corrupt persons. It spreads from lowest level to the highest level. The government has never sougt the opinion of people directly on any matter as it thinks that the members of its parliament represent all people. This is never so. Proper statistics are compiled it will be found that this assumption is entirely wrong. The following data are required.
How many eligible voters are there in the country?
What is the state wise distribution of these voters?
What is the mean average percentage of people who vote in an election?
How many parties stand for election?
What is the percentage of votes gained by each group?
What is the percentage of votes gained by winning candidate and what is its percentage to total number of voters in the constituency?
This kind of analysis will reveal that a candidate who goes to parliament or a legislature has hardly 10 or less percentage of the votes of his constituency and he does not represent the majority of the people. So what we have in India is a truncated democracy. It shows that the government so formed is never a Government of the people.
The candidates are supposed to declare their assets before the election. The details are seldom verified by any authority. It is taken for granted that the declaration of candidate is absolute truth. This asset keeps on growing from election to election by leaps and bounds but none ever questions the method or modus operandi of Growth.
